The Seoul Administrative Court has rejected a lawsuit seeking to prevent the Defense Ministry from building a naval base at the village of Ganjeong in Seogwipo.

The suit, filed against Defense Minister Kim Tae Young by more than 400 Jeju residents in April 2009, claimed the ministry approved the construction of the base without completing an environmental impact study.

Park Jeong Hwa, the judge who presided over the case, said Kim had not abused his power even though he approved the plan before a study was conducted.

Jeju’s new governor, Woo Keun Min, said in his inaugural speech that he hopes to resolve the conflict by “mediating efficiently” and coming up with a solution that would “satisfy Ganjeong residents, citizens of Jeju and the Ministry of National Defense.”
