Jeju province is set to release a special transport pass for international visitors in December to ease inconvenience when using public transport as visitor numbers continue to increase. The passes will be available for use on both inner and outer city buses, as well as airport limousines and local buses.

Sold on Jeju, the card can also be used on Seoul subway Lines 1 to 9, AREX (Airport Line), and Incheon Line. (The card cannot be used on the Sinbundang Line and the AREX Express Trains.)

Up to now foreigners using public transport have not only experienced communication problems with drivers but also trouble with selecting the correct fare and carrying the correct change.

The province is also reacting to changes in tourism patterns on Jeju Island. The former pattern of large group tours is being replaced by more FIT (free and independent travelers), increasing the demands on the local transport infrastructure.

The M-pass has been available in Seoul since 2011, and was inspired by similar foreigner-friendly schemes in other advanced economies such as Japan and Australia. In developing a similar pass for Jeju, authorities have consulted with the Ministry of Land, Infrastructure and Transport, Seoul City and related institutes.

Five passes are available from a one to seven days, each of which will be on sale at Jeju International Airport Tourist Information Center. The prices are the same as for the Seoul pass and 5,000 won of each fare is a deposit, 4,500 won of which is refundable at the point of sale after use.

Days Price (won)
One 10,000
Two 18,000
Three 25,500
Five 42,500
Seven 59,500

Jeju province also plans to encourage sales of the M-pass among nationals and provide additional sales points at intercity bus terminals and the international cruise terminal. The card could also link with the newly established Golden Tour Bus from Jeju Tourism Association and provide discounts at tourist sights and commercial attractions.
