Brahma Chellaney is Professor of Strategic Studies at the Center for Policy Research in New Delhi and has served as a member of the Policy Advisory Group headed by the Foreign Minister of India. Presenting his paper, “The Future of the NPT,” Chellaney stressed that India has never been a signatory to the NPT and therefore was not bound by its obligations.

The limitations of the NPT were why it needed to be replaced, he said in a later interview. “The NPT suffers from the fact that some of the states that are nuclear-armed are outside the NPT’s fold, that the NPT divides the world in a very arbitrary way. It even divides nuclear weapon states with a cutoff date. Those who have done a nuclear test before 1st January, 1967, are nuclear weapon states. If you’ve done a test after 1st of January, 1967, you are not a nuclear weapon state. You are a non-nuclear state, according to the NPT.

“This kind of rigid structure is an anachronism in today’s world.”

He envisioned, instead, a post-NPT nuclear world. “That is just not my vision but a vision articulated by many others.

What shape it will take – the post-NPT regime – will depend on the negotiations that lead to such a regime creation.

“Once we have the political willingness to resume negotiations on a post-NPT regime, a regime will emerge that is more inclusive, more relevant to today’s 21st century world, and more universal in terms of bringing on board all the key parties, including all the key nuclear-armed states.”
